FY27 SpEd Teacher Pathway Program

Welcome to the FY27 Special Education Teacher Pathway Program!

The FY27 Special Education Teacher Pathway Program Grant is funded by the Minnesota Department of Education under Minnesota Statutes 2025, section 122A.77. This grant is designed to address the critical shortage of licensed Special Education teachers by building a sustainable pipeline of trained, licensed Tier 3 or Tier 4 Special Education professionals.

SWWC was awarded an approximate $2.8 million grant in May 2026 to support teacher licensure in our region until January 2031 or until funding runs out. The program’s primary goals include:

• Reducing Financial Barriers: Providing financial support such as scholarships and access to grants for tuition, books, and other grant approved expenses.
• Removing Programmatic Barriers: Offering guidance, mentorship, and resources to ensure participants can successfully complete the requirements for licensure.
• Developing High-Quality Educators: Equipping participants with the skills, knowledge, and hands-on experience necessary to thrive as Special Education teachers in Southwest Minnesota schools.
• Increasing the number of Fully Licensed Special Educators: Prioritizing current Tier 1 and 2 special educators who are not properly licensed to becoming fully licensed Tier 3 or 4 educators in Southwest Minnesota Schools.

Through this grant, SWWC and our partners (District and University) are committed to addressing the growing need for licensed Special Education teachers in regions 6 and 8 while fostering a supportive pathway for individuals pursuing this rewarding career.

Southwest Minnesota Special Education Teacher Pathway grant program has funds available to support candidates pursuing their initial special education teaching licensure or necessary categorical licensure to be properly licensed in Minnesota in the following special education licensure areas: 

• Academic and Behavioral Specialist (ABS) 
• Emotional Behavior Disorder (EBD) 
• Learning Disabilities (SLD) 
• Autism Spectrum Disorders (ASD) 
• Early Childhood Special Education (ECSE) 
• Developmental Cognitive Disabilities (DCD)
• Oral/Aural Deaf Education (O/A) 
• Deaf and Hard of Hearing (DHH) 
• Blind or Visually Impaired (BVI) 
• Developmental Adapted Physical Education (DAPE)
• Physical and Health Disabilities (PHD)

The priority for FY27 SPED Pathway applicants must have an immediate need to become properly licensed for their current special education teaching roles. This includes:

• Tier 1 or Tier 2 teachers currently serving in special education teaching roles
• Tier 3 or Tier 4 teachers on an OFP not yet properly licensed serving in special education teaching roles

*FY27 SPED Pathway is currently only accepting Priority Candidates. FY27 SPED Teacher Pathway may consider opening applications to paras, non-licensed staff, and other special education staff for the 2027-28 school year.

To be considered for participation in the FY27 Special Education Teacher Pathway Program, applicants must meet the following eligibility criteria:

1. Employment with a Joint Applicant (School District Partner)
   • Applicants must be currently employed for the 2026-27 school year by a school district or organization that is partnering with SWWC on this grant initiative.
2. Current Employment Role for the 2026-27 School Year
   Applicants must be one of the following:
   • Tier 1 or Tier 2 teacher working as a special education teacher
   • Tier 3 or Tier 4 teacher working on an OFP as a special education teacher 
3. Commitment to Special Education
   • Applicants must demonstrate a strong willingness to become a Special Education teacher in their district upon completing the program.

By ensuring participants meet these requirements, the grant program supports individuals who are well-positioned to complete the program successfully and contribute meaningfully to addressing the need for licensed Special Education teachers in Minnesota.

*Meeting initial eligibility requirements does NOT guarantee acceptance or continued acceptance in the program. 

Applicants must be current employees of a partner district, be a Tier 1 or 2 teacher in special education or a Tier 3 or 4 teacher on an OFP teaching in special education, and have an interest in becoming a fully licensed special educator in their district. 

Applicants to the FY27 SPED Pathway Program must have the following prior to applying:

• Principal or Superintendent and SPED Director Meeting verification.
• A Letter of Support from principal, superintendent, or SPED director (view sample letters of support)
• A current resume. 
• A Teacher Preparation Provider (TPP) preference to list on your application that provides approved program licensure coursework leading to initial special education licensure or necessary categorical licensure program required for your teaching position in special education. 

The Application Checklist can be used by candidates to navigate the application process. Application status letters will be sent within two weeks of the closing date of the funding window.

Dates for the Application Process

All accepted candidates must complete the FAFSA form. If the candidate is receiving financial grants and/or scholarships from other sources, the FY27 SPED Teacher Pathway Program may provide a lower amount than requested as this grant funding is provided after all other funding sources have been expended. Accepted participants must submit a copy of your FAFSA award letter to sped.pathway@swwc.org each year and list any grants or scholarships on your funding request form prior to each semester. 

Semester by Semester grant awards may vary and can change for any reason dictated by Special Education Teacher Pathway grant staff. This grant program will prioritize funding for Tier 1 and 2 special educator teachers during each application cycle. 

Prior to each semester, participants of the FY27 SPED Pathway must fill out a funding request form and provide a detailed tuition statement listing courses enrolled in for the upcoming semester, an unofficial transcript, FAFSA completion award letter, academic plan from TPP, and other requested documents. Participants must attend Check-in Meetings with the Program Success Coach, be making adequate progress in coursework, and meet all other requirements of the FY27 SPED Teacher Pathway. 

As a beneficiary of a SPED Pathway Scholarship for tuition, fees, and books support, a student is obligated to have intentions to be a special education teacher in the district they are employed in, or if other circumstances occur, in Regions 6 or 8 in SW Minnesota.

Choosing the Right Teacher Preparation Partner (TPP)

When selecting a TPP partner, keep the following in mind:

• Talk to a Trusted Colleague or Program Success Coach: Discuss your options with a colleague, mentor, or the Program Success Coach who has experience with the universities or programs. Their perspective can help you make a more informed choice.
• Consider Program Level: Some TPPs offer only Master’s degree programs (graduate-level), while others offer both Bachelor’s (undergraduate-level) and Master’s degree programs. Be sure to select the program level that aligns with your current educational status and goals.
• Evaluate Flexibility: Consider the TPP’s program's format (online, in-person, hybrid), costs, and flexibility to ensure it fits your needs. While all of the university programs offer online options, some require sporadic in-person meetings.
• Consider Extra Costs: Most TPPs will have tuition rates below the max per credit paid from the SPED Pathway Program. If the tuition / fee rate is above the max amount, you are responsible for the balance after the SPED Teacher Pathway Scholarship is applied. Research courses are not eligible for SPED Pathway funding. 
• Consider Commitment Each Semester: The SPED Pathway requires WGU graduate level students to complete at least 8 CUs per term and undergraduate students are required to complete at least 9 CUs per term to remain eligible. Courses are self-paced and require dedication to complete them on time. 
• Understand Program Requirements for Your Tiered License: Use the Educator License chart to help guide your decision. Students who attend WGU may have to take extra testing for a MN license.  

By doing research and asking advice from others, you’ll be better prepared to make decisions that support both your academic success and personal well-being while choosing a Teacher Prep Partner.

Please use this chart as a guide for each university’s process with tuition & fees billing, ordering books and applying to the college. Accepted candidates are required to submit a funding request prior to each semester for scholarship consideration.

Completing the FAFSA (Free Application for Federal Student Aid) is essential for accessing financial aid opportunities, including:

• The Minnesota Student Teaching Grant (FAFSA is required).
• The Northstar Promise Grant (FAFSA is required)
• The MN State Grant (FAFSA is required)

If you are not eligible to complete the FAFSA due to your immigration status, you can complete the Minnesota Dream Act application instead.

Step 1: Gather Required Documents

• Before starting, gather the following:
• Social Security Number (or FSA ID) or Alien Registration Number (if applicable).
• Your most recent tax returns, W-2 forms, or other financial records (or your parents’ information if you're a dependent student). You have the option to import tax information from the IRS once in the application process if you do not have them available. 
• Details about savings, investments, and other assets.

If you don’t have an FSA ID, create one at fsaid.ed.gov.

Step 2: Access and Start the FAFSA

1. Go to fafsa.gov.
2. Log in with your FSA ID.
    

Step 3: Complete the Application

1. Provide Personal Information: Name, address, date of birth, etc.
2. School Selection: Add the schools you are interested in.
3. Dependency Status: Answer questions to determine whether parental information is required.
4. Parent Information (if applicable): Enter your parents’ demographic and financial data.
5. Financial Information: Use the IRS Data Retrieval Tool (if eligible) or manually input your tax information.
6. Review and Submit: Double-check for accuracy, sign with your FSA ID, and submit the FAFSA.
    

Step 4: Save Your Confirmation Email

• Once submitted, you’ll receive a confirmation email.
• Forward the Confirmation email to SWWC so we can file it.

Alternative Financial Aid Application for Undocumented Students 

If you do not have legal immigration status, you may qualify for financial aid through the Minnesota Dream Act, which provides:

• State financial aid for eligible students.
• Access to programs such as the Minnesota Student Teaching Grant.
   

Steps for Completing the Minnesota Dream Act

1. Go to the Minnesota Dream Act Application at https://www.ohe.state.mn.us/.
2. Complete the required sections, providing personal, financial, and school information.
3. Submit the application and retain a confirmation for your records.
4. Forward the Confirmation email to SWWC so we can file it.

Important Notes

• Completing the FAFSA or Minnesota Dream Act is REQUIRED to maximize your financial aid opportunities.
• Both options are gateways to funding opportunities, including the Minnesota Student Teaching Grant.
   

By ensuring you complete the necessary application, you unlock resources to support your journey toward becoming a licensed Special Education teacher. Please let grant staff know if you have any questions about applying for financial aid. 

The intent of this tuition and fees direct funding opportunity is to increase the number of available teachers properly licensed as Tier 3 or 4 Special Education Teachers in our region. The expectation is that staff who benefit from this direct tuition/fees funding would then pursue special education licensure upon completion of course requirements and actively pursue and/or be available for employment in this capacity in the state of Minnesota, especially in your current school district in the SWWC region. Funding is not guaranteed at the maximum for any candidate. All funding decisions are made at the sole discretion of SWWC grant staff semester to semester and can be changed at any time for any reason. Grant funds will NOT cover research courses or courses not necessary for special education licensure. Grant funds will NOT pay for research books, notebooks, or other materials. Grant funds will NOT pay for a repeated course already paid for by the SPED Pathway. 

Tuition/Fees/Books/Etc. Request Maximum

• Application Fee – Up to $50 (see the TPP Application tab for application codes)
• Books/Materials – Up to $200 per semester (must be pre-approved prior to purchasing) 
• Graduate Tuition/Fees – Up to $600 per credit
• Undergraduate Tuition/Fees – Up to $450 per credit
• Only special education licensure courses are eligible for funding
  • Graduate-level research courses are not covered
  • For dual licensure candidates, general education courses are not eligible for funding
     

Items NOT Funded With the SPED Teacher Pathway

Includes but is not limited to: 

• Research courses and materials
• Repeat courses already paid for with SPED Pathway funding (failed, withdrawn, dropped after fee date)
• Courses dropped or withdrawn from prior to the "drop with refund" date. These courses will be billed to you from your TPP.
• Courses for dual licensure in elementary education
• Dual special education licensure areas (unless pre-approved upon acceptance for the 916 Program)
• School materials such as pencils, notebooks, computers, etc. 
• Childcare

*Tuition, fees, books, and other materials amounts are general guidelines, the grant management team reserves the right to change minimum and maximum amounts as appropriate, for example to provide equitable distribution, prioritize Tier 1 and 2 special educators, and as grant funds are available.

Funding is not guaranteed for the duration of the candidate’s program, but rather considered each semester as funding is available and the candidate is qualified and remains eligible. All funding requests for tuition, fees, and books will be required to be pre-approved through a funding request form at least two weeks prior to the start of the semester. Additional funding requests may be made during the semester using the Additional Funding Request form. 

Overages Paid to Student
Any overage paid to a student from a TPP as a result of a SPED Teacher Pathway Scholarship must be returned to SWWC. Students are responsible for notifying SPED Pathway grant staff of any paid overage and make arrangements to return the payment. Students cannot be reimbursed directly for tuition. 

Tax Implications
Grant money paid to TPPs on behalf of accepted candidates must support tuition, fees, books, and/or other approved expenses. Grants will be paid directly to TPP providers. Stipends and other allowable expenses paid to grant recipients by SWWC may be taxable income to the recipient and may need to be reported to the IRS on form 1099. It is the recipient’s responsibility to maintain records for these payments. SWWC bears no tax liability for providing funding to candidates or TPP providers on behalf of the candidates, please check with your tax accountant for information.

Participants are encouraged to explore additional funding resources as outside grants and scholarships may be available to them as well as the SPED Teacher Pathway funding. 

Neither the SPED Teacher Pathway nor SWWC guarantee that you will qualify or receive any funds from the list of resources provided. It is up to each person to research these resources, or search for other funding resources, and make the best decision on your future schooling options.

Participants of the FY27 Special Education Teacher Pathway Program do not need to reapply to the grant program after initial acceptance in the program, unless they have been inactive for 6 months from acceptance or at any time while in the program, switched school districts or roles within the district, or were dismissed from the program by grant staff.

Funding is determined semester by semester, and participation in this program does not guarantee automatic continued funding through the completion of a licensure program. Once accepted, candidates will have an opportunity to request scholarship awards each semester, contingent upon licensure required for current special education teaching position, meeting program continued requirements/eligibility, and the availability of grant funds. Full funding is not guaranteed each semester, nor is it guaranteed for the duration of your licensure program. 

 Below are some specific program requirements to ensure continued eligibility:

• Grade Report Submission
  At the end of each term, you will be asked to submit a grade report to demonstrate progress toward meeting the licensure requirements. This ensures that you are on track to complete your program successfully in a timely manner. 
• Employment Requirement
  Grant recipients must maintain at least 0.5 FTE employment as a special education teacher in their district withing Region 6 or Region 8 that is a grant partner.
• Check-in Advising Meeting
  All grantees must meet with the Program Success Coach prior to each semester to ensure progress in licensure program, review program requirements, review employment expectations and submit any updates to their program plan - semester by semester licensure courses
• FAFSA Requirement
  FAFSA must be filled out annually - students do not need to accept loans, but we ask that they accept all grants or other outside funds prior to applying for a FY27 Special Education Pathway scholarships.
• Semester Funding Request Form
  Each semester all funding requests must be made on the funding request form with written pre-approval from grant staff to use grant dollars for any purchases. Grant funding is not guaranteed to participants.
• Other Grant Requirements determined by SWWC and subject to change without notice which may include, but is not limited to:
  • Feedback about the grant program - survey completed annually
  • Networking/Mentoring sessions for Pathway participants - periodically
  • Study Sessions - Periodically
  • Completing Required Grant Paperwork determined by grant staff - to be completed in a timely manner upon request to maintain eligibility in the program (FERPA, academic plan, FAFSA form, funding requests, employment verification, etc.)

By fulfilling these requirements, along with others listed on the Letter of Commitment and in the Handbook, you will remain eligible to apply each semester for funding and support through the grant as you work toward achieving your special education licensure. Each semester, candidates who remain eligible are REQUIRED to meet with grant staff to verify grant status. Your TPP will arrange your student teaching placement. Please communicate early and often with your employing district about your student teaching, especially if it will require you to leave your own classroom.

Minnesota Student Teaching Grant

There is a Minnesota Student Teaching Grant available to eligible students. This one-time grant requires the FAFSA or MN Dream Act to have been completed. It is strongly advised to complete the grant application as soon as the application window opens up on June 1st. More information and the application can be found at Minnesota Student Teaching Grant.

Classroom Observation Hours / Field Experience

Before student teaching, you will need to complete classroom observation or field experience hours. These hours are flexible and can often be completed while you’re working. It’s recommended to start these hours as early as possible when enrolled in a class that requires them, helping you avoid needing to take days off from work. Please communicate early and often with your employing district about any field experience hours you are required to complete, especially if it will require you to leave your own classroom.

Many students have successfully completed their observation hours by:

• Swapping roles with colleagues in their district during observation times
• Utilizing before and after school hours
• Making use of prep time

If you encounter challenges or need additional support to complete these hours, please reach out to the Program Success Coach or other grant staff to discuss your specific situation and find a solution.

As you prepare to become a licensed special education teacher, it’s important to understand the licensure requirements in Minnesota. The Minnesota Professional Educator Licensing and Standards Board (PELSB) has created an informative infographic outlining the steps and components necessary for licensure. 

For students attending Western Governors University (WGU), please note that you will need to take the appropriate Minnesota licensure exams as part of your certification process. These exams are required to ensure you meet state standards for MN teacher licensure.

Mentorship is a crucial part of your journey to becoming a licensed Special Education teacher. There are various mentorship options available, depending on your school district and teacher prep partner. These resources are designed to support your professional growth and development throughout the program.

District-Specific Mentorship

• In-District Mentorship: Some districts offer in-district mentorship programs for new teachers. You may be paired with an experienced teacher or mentor who will provide support as you transition into your new role in special education.
• Access to Due Process Specialists: All districts that receive special education services via SWWC have access to a Due Process Specialist. These specialists can offer valuable guidance on legal and procedural matters related to special education as well as teaching tips.
   

On-Demand Mentorship through SWWC

SWWC’s Program Success Coach is available for on-demand and as-needed mentorship for Special Education Teacher Pathway Program participants. They provide flexible support on a variety of topics, such as classroom management, lesson planning, and navigating challenges throughout your program. SPED Teacher Pathway Networking/Mentorship through SWWC

SWWC’s Program Success Coach will provide Community of Practice Networking/Mentoring sessions with other Pathway candidates. Watch for calendar invites to these sessions. Topics may include: Candidate success stories, Classroom Management, Characteristics of Effective Teachers, High Leverage Practices, Engagement strategies, etc.

University Partner Advisors as Mentors

University-Specific Mentorship: Many of our university partners also offer advisors who act as mentors for students. These advisors can help guide you through your academic journey, offering support on course selection, career planning, and professional development in the field of special education.

Be sure to take advantage of these mentorship opportunities, whether through your district, SWWC, or your university partner, to maximize your success in the program. As you embark on your journey to becoming a licensed Special Education teacher, it’s important to maintain a healthy work-life balance and make thoughtful decisions about your academic path. Here are some tips to guide you:

Start Slow and Prioritize Work-Life Balance

• Take manageable course loads: Begin with a lighter course load to ensure that you can balance work, school, and personal commitments.
• Set realistic goals: Focus on a manageable number of classes per term to avoid overwhelming yourself. You can always add more classes in future terms.
• Establish a regular study routine: Schedule dedicated study time each week and treat it as an important commitment.
• Protect your personal well-being: Make time for family, friends, hobbies, exercise, and rest. Maintaining balance helps prevent burnout and supports long-term success.
   

Stay Organized and Plan Ahead

• Review course expectations early: Familiarize yourself with assignments, assessments, and deadlines at the beginning of each term.
• Use a calendar or planner: Track important dates, coursework deadlines, meetings, and licensure requirements.
• Break large assignments into smaller tasks: Completing work in smaller steps can make projects feel more manageable and reduce stress.
• Plan for busy seasons: Consider school events, conferences, holidays, and family commitments when scheduling coursework.
   

Your Support System

• Communicate with your employer and family: Be open about your academic commitments to foster support and understanding from your workplace and loved ones.
• Take advantage of available support: Utilize advisors, professors, Program Success Coaches, and the SPED Pathway team when you have questions or need extra support. 
   

Ask for Help Early

• Reach out to your professor, advisor, or Program Success Coach right away: If you begin falling behind or encounter challenges, seeking support early can help you stay on track and achieve your goals.
• Communicate changes in your situation: If personal, work, or academic circumstances impact your progress, let the SPED Pathway team know so we can help identify solutions. 
   

Remember Your Why

• Keep your long-term goal in mind: Each course completed brings you one step closer to earning your special education license.
• Celebrate milestones along the way: Recognize your progress, whether it's completing a course, passing an assessment, or reaching a term goal.
• Focus on growth, not perfection: Learning takes time, and challenges are a normal part of the journey. Focus on successfully completing courses rather than moving through the program as quickly as possible.
