Josh Sumption Appointed Minnesota State E‑Rate Coordinator

In February, Josh Sumption, Chief Technology and Information Officer of SWWC Service Cooperative, was named the Minnesota State E‑Rate Coordinator, taking on a pivotal role in supporting schools and libraries across the state as they navigate the federal E‑Rate program. In this position, Sumption will help educational institutions and public libraries maximize access to affordable, reliable broadband and networking services—critical infrastructure for teaching, learning, and community connectivity.
Sumption will work closely with state, regional, and national partners to promote effective use of E‑Rate funding and advance Minnesota’s long-term digital equity and connectivity goals. State E-Rate Coordinators provide guidance on program rules, funding applications, and compliance requirements while serving as a statewide resource for districts and library systems. Additionally, the role serves as a liaison between the Federal Communication Commission’s E-Rate program administrator, the Universal Service Administrative Company (USAC), and program applicants within the State of Minnesota. Sumption’s work will focus on providing guidance so that organizations can successfully plan, apply for, and implement E‑Rate‑funded projects that expand digital access and strengthen technology foundations throughout Minnesota.
Sumption brings over two decades of experience in educational technology leadership with a strong background in broadband strategy, infrastructure planning, and constituent collaboration. His appointment reflects a continued commitment to ensuring that Minnesota’s schools and libraries—regardless of size or location—can equitably access E-Rate funding to afford the connectivity needed to support students, educators, and communities.
