Board Policy List

The SWWC takes seriously all concerns or complaints by students, employees, parents or other persons. If a specific complaint procedure is provided within any other policy of the SWWC, the specific procedure shall be followed in reference to such a complaint. If a specific complaint procedure is not provided, the purpose of this policy is to provide a procedure that may be used. As a Behavioral Health Services employee or client receiving ABA services, if you have a complaint, it is recommended that you contact the appropriate supervisor in the line of authority.

SWWC recognizes that it is serving students with complex health needs. SWWC also recognizes that SWWC staff may be confronted with requests to withhold emergency care of a student in the event of a life-threatening situation at school or school activities or be presented with Do Not Resuscitate/Do Not Intubate (DNR- DNI) orders. The purpose of this policy is to provide guidance to SWWC staff and parents or guardians in these situations.

Students are protected from discrimination on the basis of sex and marital status pursuant to Title IX of the Education Amendments of 1972 and the Minnesota Human Rights Act. This includes discrimination on the basis of pregnancy. The purpose of this policy is to provide equal educational opportunity for all students and to prohibit discrimination on the grounds of sex, parental, family, or marital status.

The purpose of this policy is to ensure that students with Individualized Education Programs (IEPs), Section 504 accommodation plans, or English Learner (EL) needs have adequate opportunities to participate in statewide assessment systems designed to hold schools accountable for the academic performance of all students.

The transportation of students to and from school is an important function of the school district, and transportation by the school district is a privilege and not a right for an eligible student. The behavior of students and employees on the bus is a significant factor in the safety and efficiency of school bus transportation. Student and employee misbehavior increases the potential risks of injury. Therefore, the school district believes that video recording student passengers and employees on the school bus will encourage good behavior and, as a result, promote safety. The purpose of this policy is to establish a school bus video recording system.

Maintaining the health, welfare, and safety of students, staff, and visitors while on school district property—and protecting school district property—are important functions of the district. The behavior of individuals on school property affects order, discipline, and safety. The School Board recognizes the value of video and electronic surveillance systems in monitoring activity on school property to help protect students, staff, visitors, and property.

This policy also defines categories of expenses that may properly be reimbursed from Program Funds under the Joint Powers Agreement for health insurance pools (Group Employee Benefits).

The purpose of this policy is to provide guidance to SWWC employees regarding the use of consultant contracts and consultants. This policy seeks to ensure transparency and accountability in the use of public funds through effective contract management. It also seeks to ensure ethical practices, compliance with HIPAA and the Minnesota Government Data Practices Act (MGDPA), and avoidance of conflicts of interest.
